Human right's is right which is belong to every poeple since they born. One of them is the freedom rights, including freedom of speech, freedom of religion and freedom to own something.

The arise problem from the freedom rights is there are some people who abuse their rights. For example using the freedom rights of having or own something by steal or take by force those goods / rights of others. Another example is express aspirations by anarchy’s way like destroying the state facilities.

Another problem is people ussually demanding their freedom rights but do not want to carry out their responsibility. For example a child who demands his right to play, ask for pocket money and doing other things but he did not want to carry out its obligations as a child, just as it helps the elderly, carry out learning activities in schools well and others.

To control in order to prevent abuse of human rights, make ​​the regulations with sanctions for any violations committed. Usually these rules are made in writing to manage the crowds, such as regulations made ​​by the government for the citizen, regulations made ​​for the citizens of the school and other schools. As for managing people in a small scope of such as rules are not written in a family, like advice or warning.
